Spain EPR Guide: Ecoembes Packaging, Punto Verde & RAEE WEEE
Spain's packaging EPR runs through Ecoembes with the Punto Verde (Green Dot) system. Producers must register in the RPE (Registro de Productores de Envases) and pay fees by material and weight. The regulatory framework is established by RD 1055/2022 on packaging and packaging waste.

Overview
Spain's EPR system for packaging is governed by Royal Decree 1055/2022, which transposes the EU Packaging Directive and incorporates elements of the PPWR. The system is managed by Ecoembes (for household packaging) and Ecovidrio (for glass). The Punto Verde (Green Dot) symbol indicates compliance with the system.

All packaging producers must register in the Registro de Productores de Envases (RPE). This register is maintained by the Ministry for Ecological Transition (MITECO). Registration is mandatory before placing any packaged products on the Spanish market.

- Register in the RPE and obtain a producer registration number
- Sign a Punto Verde contract with Ecoembes
- Pay fees calculated by material type and weight
- Submit annual declarations of packaging volumes placed on market
- Apply Punto Verde labelling requirements

| Metals | ~€0.020 |
Lead time: approximately 21 days.
RD 1055/2022 — Regulatory Framework
Royal Decree 1055/2022 on packaging and packaging waste is the primary regulation governing packaging EPR in Spain. Key provisions:
- Extended producer responsibility for all packaging placed on market
- Mandatory registration in the RPE for all packaging producers
- Recycled content targets aligned with EU PPWR trajectory
- Reusability targets for specific packaging formats (beverage, transport)
- Eco-modulation: fees vary by recyclability and recycled content
- Reporting obligations: annual declaration of packaging volumes
WEEE EPR — RAEE
Spain operates a national WEEE register (RAEE). Electrical and electronic equipment producers must register and contribute to the collective take-back and recycling system. Lead time: approximately 30 days.
